Akwa Ibom State House of Assembly Committee on Local Government and Chieftaincy Affairs under the able Chairmanship of Rt. Hon. Mark Esset, member Representing Nsit Atai State Constituency today meets for the third day to properly investigate allegations labeled against the incumbent Chairman, Mkpat Enin Local Government Council Hon. Anieokpon Eno Ekpo.
In today's session of the investigative meeting presided by the committee chairman Rt. Hon. Mark Esset flanked by other Committee members including the Committee Vice Chairman Rt. Hon. Asuquo Archibong (Urueoffong Oruko), Rt Hon. Effiong Bassey (Oron/Udung Uko), Rt. Hon. Uduak Odudo (Ikot Abasi/Eastern Obolo), Hon. Godwin Ekpo (Ibiono Ibom), Hon. (Chief) Effiong Johnson (Mbo).
After proper investigations, and hearing from the Council Chairman, Leader of Legislature Hon. Ebong Akpan, former and present Head of Mkpat Enin Local Government Service Akparawa Offiong Otu and Mrs. Grace Etim respectively, Director of Administration Mr. Nsongurua Mendie, Director of Finance Mr. Eno Umana Ekim, Director of Works Mr. Offiong Tom, the Spoke person of the petitioners Hon. (Barr.) Elisha Udosen etc; the committee was convinced that due process was not followed in any of the issues and thereby resolved as follows:
1. The Council Chairman in conjunction with the Director of works was given two weeks to return the Council Grader without vandalization to the council Secretariat and communicated same to the House Committee on Local Government and Chieftaincy Affairs.
2. That all illegal revenue consultant earlier contracted without due process is hereby revoked with immediate effect. However, the Head of Mkpat Enin Local Government Service was directed to issue letters to consultant concern on this regard and report same to the House of Assembly through the committee.
3. That every revenue of the council should henceforth passed through Council account and that henceforth, every engagements with any consultant must follow due process.
The committee thank all for the show of cooperation and applauded the Mkpat Enin Councillors for proving that they are sound and articulate in putting their presentation, He added that they have gone a long way to correct the erroneous impression that Councillors are not educated. he described Mkpat Enin Councillors as men of proven integrity who knows their worth.
furthermore, the committee added that the final investigative will be convene in three weeks time after the aforementioned Resolution are duly implemented. Rt. Hon. Mark Esset advised the civil servant to do what is expected of them for there's always a time of reconning and that they should have value to Government properties entrusted in their possession as well as their property.
The committee through its Chairman reiterate that they Committee will remain, fair, just and unbias till they get to the bottom of this case; meanwhile, he advised that no accusing finger should be pointed at anybody until a report is laid before the House of Assembly,
It could be recalled that 10 out of 15 Councillors forwarded a petition against the council Boss to the House of Assembly seeking for his suspension,
The petition described the actions of the Executive Chairman of Mkpat Enin Local Government Area Hon. Anieokpon Eno Ekpo as "Gross Misconduct", the petition alleged that the council boss has violated section 66(1), 66(3) and section 68 of the local government administration law of Akwa Ibom State. the petition also alleged the Chairman of the following offences:
1. Worrisome rise in insecurity in Mkpat Enin Local Government Area
2. Misappropriation of Local Government Internally Generated Revenue
3. Abuse of Office
4. Borrowing. with the Local Government Name
5. Misappropriation of funds
The petition further alleged that the council Chairman connived secretly to auction a sounded proof generating set belonging to the local government without any notice or due process, preempted to have sold Council Grader and wonders if he's the one sponsoring criminal acts in the local government due to the lackadaisical attitude of the Executive Chairman and the relationship between the security agencies and the government of the day.
