PUBLIC HEARING ON A LAW TO ESTABLISHED AKWA IBOM STATE INSURANCE AGENCY AND FOR OTHER MATTERS CONNECTED THERETO AND AKWA IBOM STATE ANTI-STIGMA AND DISCRIMINATION OF PERSONS LIVING WITH HIV/AIDS BILL 2020.

Akwa Ibom State House of Assembly today holds public hearing on a Bill to establish Akwa Ibom State Health Insurance Agency and for Other Matters Connected Thereto and Akwa Ibom State Anti-Stigma and Discrimination of Persons Living with HIV/AIDS, 2020 organized by House Committee on Health.
The Hon. Speaker of the 7th Assembly Rt. Hon. Aniekan Bassey ably represented by Rt. Hon. David Lawrence member representing Abak State Constituency declared the public hearing opened.
The Chairman of the Health Committee Hon. Udeme Otong, member representing Abak State Constituency in his opening speech make known that the Bill to Establish Akwa Ibom State Health Insurance Agency will ensure the availability of funds to the health sector and ensure equitable distribution of health Care cost through raising and pooling of funds to finance health services.
Moreso, the Bill will further provide financial risk protection for citizens and reduce the burden of out-of-pocket of spending on individuals and household and that employers, as well as the self-employed will pay contributions that covers a package of service available to the insurees and their dependents and will also encourage an improved health system due to competition through private partnership.
The Lawmaker commended the commitment of the State Government towards giving the health sector and health facilities in the state a face-lift. that it is imperative to note that the Federal government has set out funds to facilitate the attainment of the universal health coverage and the requirements for States to access such fund are passage of this bill into law, payment of counterpart funding etc.
About Akwa Ibom State anti-stigma and discrimination of persons living with HIV/AIDS, 2020 Bill, Hon. (Elder) Otong disclosed that the Bill will make it illegal to discriminate against people based on their HIV/AIDS status, prohibits any employer, individual and organization from requiring a person to take an HIV test as a precondition for employment, admission or access to social services and amenities.
The Bill will also protect people living with HIV/AIDS while enjoying productive lives and will help more Nigerians to seek testing, treatment and care service without fear of facing stigma and discrimination.
However, the committee sees it exigent to invite relevant stakeholders to bring to fore contributions concerning these Bills and ensure that the public interest is well represented in the process of effective policy and law making.
