FINANCIAL AUTONOMY TO STATE LEGISLATURES

The Parliamentary Staff Association of Nigeria (PASAN) on Tuesday shut down all State House of Assembly in the federation over the non-implementation of financial autonomy for State Legislatures and Judiciary
The indifinite Strike action comes after the expiration of all ultimatums issued to President Muhammadu Buhari by the Association.
The union locked the entrance and stationed at the entrance of the all States Assemblies, held banners calling on lawmakers and the federal government to ensure that financial autonomy is implemented before there will be legislation in the country.
Speaking with reporters, Comrade Mohammed Usman, PASAN president, wondered why financial autonomy for the State Assemblies has not been implemented.
In Akwa Ibom State House of Assembly, workers in their numbers shut down the Assembly, stationed at the gates to protest with play cards.
It could be recalled In May 2020, President Buhari signed an executive order granting financial autonomy to the legislature and judiciary across the 36 states of the country.
However, the president suspended the gazetting of the order after meeting with governors in June 2020.
The National President of PASAN, Muhammad Usman accused the governors of preventing the financial autonomy of State Assemblies, adding that their demonstration is to ensure that democracy is deepened in the country.
In his notice during the press briefing, PASAN had said it could no longer condone any delay in the implementation of its demand and that “By implication, the nationwide strike shall see the shutdown of [the] National Assembly, the National Assembly Service Commissions, all State Houses of Assembly, all State Houses of Assembly Service Commissions among others,” it had said.
"Recall that President Buhari had on May 23, 2020, signed an Executive Order granting the legislature and judiciary financial independent from the executive in the States.
Buhari’s action was predicated on the power vested in him as the President of the Federal Republic of Nigeria under Section 5 of the constitution of the Federal Republic of Nigeria 1999 (as Amended), which extends to the execution and maintenance of the Constitution, laws made by the National Assembly (including but not limited to Section 121(3) of the 1999 Constitution (as amended), which guarantee financial autonomy of the state legislature and state judiciary,” the statement said.
