MRS. MANDU UMOREN
Mrs Mandu Umoren is the Clerk of the Akwa Ibom State House of Assembly, she took over from Mr. Eddie Eyibo in 2011 as Acting Clerk and was Later appointed the substantive Clerk of the House in 2014.
Mrs. Umoren, a bureaucrat, fairy godmother, maecenas, almsgiver, is an alumni of University of Ibadan, (Class of 1987), she joined the State Civil Service as Personnel Officer II at the Bureau of Political and Legislative Affairs and was posted to Akwa Ibom State House of Assembly in 1999.
Before her last appointment, she was the Head of Legislative Department of the Assembly, Clerk at the table, Clerk of various Committees etc.
The Clerk is the Administrative Head and Accounting Officer of the House of Assembly who reports to the Speaker, The Clerk provides non-partisan procedural advice to the Honourable Speaker and all Members of the House and may be consulted at any time regarding procedural and House matters.
The Clerk also administers the Oath of Allegiance/Office to duly elected Members and presides over the election of the Speaker.
Mrs. Mandu Umoren as Clerk of the House has successfully worked with the following Speakers: Rt. Hon. Samuel Ikon (2011 - 2015), Rt. Hon. Aniekan Uko (June 2015 - Dec.2015). Rt. Hon. (Barr.) Onofiok Luke (Dec. 2015 - 2019) and presently with Rt. Hon. Aniekan Bassey (2019). In addition to procedural responsibilities, She is also responsible for the overall direction and administration of the Legislative Assembly.
The Office of the Clerk maintains the records of all parliamentary proceedings, and oversees the preparation of the Orders of the Day and Votes and Proceedings as well as the Journals of the House. The Office also assists with protocol arrangements for legislative functions and ceremonies, and parliamentary visits.
As the Accounting officer, the Clerk is responsible for management and administrative services within the Assembly and serves as Chairman to the Management Committee. In this capacity, the Office of the Clerk is responsible for arranging mangement committee meetings, preparing and distributing agendas and supporting materials, and preparing and distributing minutes.
She is also supported in the discharge of parliamentary functions by the Deputy Clerk of the House Anietie Eka Esq.
